If the party has a Noble background character, they should already have a house in the city where the party can stay, even if it isn't a mansion. You could add a mansion the party as a whole could buy if they don't have a noble and it could already be bought if they do and that house/ mansion could be the camp where the party sleeps and gets encounters while in the city
