There are a variety of bugs with dialogue scenes in the latest patch, but I'm not sure I've heard this particular one before.
Many of the class/race dialogue options don't require rolls, though, so that bit might be right. Does it say something like "Bard Performance" and if you hover over where it says that, does it give info about your skill rolls? If so then presumably there is meant to be one.
As to when Abdirak stops, does he do that if your HP get below a certain level? I've never come across this, but then I most often don't agree to his proposal.
Given you're seeing different things on different loads, it does sound as though you've come across a bug though. Larian have never told us to stop sending bug reports to them at
https://larian.com/support/baldur-s-gate-3#modal. Though given the version of the game they're now working on must be so different from the patch 9 we have and have gone through so many more rounds of internal testing, I can't help but think that it's less and less likely to be useful to them. But if you do decide it's worth sending in, you can attach your save file to help diagnose the issue.
