I don't think that elf was killed near the fountain. His body could be dragged from the shore to the little plaza. He had no shoes, this makes me think that he was walked on the beach, along the tide line. Nobody wants to ruin their shoes with salt water, right? And an anchor is easier to find where there are lots of boats. I like the detail with fake beard as well. Maybe he was investigating (like Tav) and didn't want to be recognized?
