If i had to guess ...
Then, since Larian introduced special moves with almost every weapon ... and since Monks dont tend to use weapons too often ... they get some actions that will be useable without weapons to compensate this.
Personaly im quite fine with that.
I really wonder if and how will by Open-Hand Monk use Dip with his bare fists. O_o
