Storm Sorcerer is a lot about how you play it, to be honest. It doesn't really play like most people tend to play sorcerers, and it will feel weak or underwhelming (or flavourless) if you play it that way. I've been playing a Storm Sorcerer in a campaign for a while now, more than a year or two, and we're into the higher levels now, and honestly, it's been a blast. I've loved playing her, and using her subclass features to their full potential - being Melee-mobile and in the thick of the heat is where she thrives and she's ended up being the primary offence powerhouse for the group. There's nothing wrong with Storm Sorcerer. Could it do with a little buffing? I sure wouldn't say no (I think it's criminal that they don't get their permanent flying speed until such an incredibly late level... that's my biggest gripe)... but it definitely doesn't deserve the bad press it gets from lots of people.
