I would have thought that from a logical standpoint Kagha would have been the better option. Halsin should be OP compared to the party level plus he has a druid grove and other responsibilities. Kagha is about the same level as the party and is looking for ways to redeem herself.
Good points. Although Halsin tells you that he is passing on management of the Grove to a new hire from outside the corporation.
