The original BG1 implemented spells that where too high level for PCs to use. The were used by NPCs and could be cast from found scrolls.
Later, the level cap was raised in an expansion pack, and PCs could use them.

Wich description is suspiciously simmilar (not same tho!) to Quivering Palm ... open hand monk move, they learn on level 17.
