Gale story is quite honestly a mess ...
The main problem with him is that his triggers are quite dense together, so you need to Long Rest A LOT ... in order to get them all functioning properly.
Another (not any smaller) problem is that all conversation unlocks overwrite each other, so you can only have the least one when you Long Rest.

Example:
You get to Druid Groove ... save someone ... Gale Approves ...
- But other character Approves aswell > Gale conversation is overwritten ... you get only dialogue with second companion.
- Nobody else Approves > you get conversation with Gale at the spot ...
-- but you get to Nettie, before you Long Rest > you just unlocked meeting with Raphael > Gale Long Rest conversation was overwritten.

And so on.

Then there is the other problem, his own death starts yet another line of dialogues ... wich you can easily lost (bcs it gets overwritten, as mentioned abowe) ... or that can overwrite other dialogue ...

Anyway the safest way is to let him to die in first encounter after recruitment ... and then return to camp for at least Partial Long Rest (no resources spend) after each aprooval incerase.
Its a drag, its anoying, its stupid ...

But until Larian finds out that there exist things as LIFO queues, rather than just having single value that gets rewritten by every new entry ... its the best (and only) advice you can get, sadly. frown
