I'd cover moving points from con to charisma, 8 con, 15 charisma, allowing for 16 cha, 18 dex at level 4.

Bilbo talks his way out of so many messes. I'd normally attribute that to intelligence, but it's a cha check, so 🤷‍♀️

Hell, maybe go 8 int as well for 16 cha out the gate. Bilbo doesn't need a strong ability on arcana, etc checks
I agree with you on roleplaying grounds, but I think a really low CON makes for really low HP for a new character. He'll be dying all the time.
