BUT!!!
We have seen Larian is implementing some stuff (mainly spells) that seems suspiciously simmilar to things that were meaned for even higher levels.
The original BG1 implemented spells that where too high level for PCs to use. The were used by NPCs and could be cast from found scrolls.
Later, the level cap was raised in an expansion pack, and PCs could use them.
