There will NOT be an option to create a custom party at launch. Massively Disappointed!
Personally this doesn't bother me as much since companions with no personality are generally a no-go for me in this type of game.
That said, since they included hirelings anyway, I don't see why they couldn't make them fully customizable. If anything, it would be another excuse to play around with the super-detailed character creator.
