Just give the variant human instead of polearm proficiency and carry weight? The person is not even trying with these fixes.
We know there will be racial locked items ... Someone probably had to pick weapon fitting for humans, and decided that as they have it, it would feel more "typicaly humanish" if they would be naturaly proficient with it.
