I think dialogue triggers and routing have bedeviled people on the forum since the beginning. I'm not sure how much help we can be. For instance I thought you had to be a Tiefling at one point to get that scene, but I think it just might be a matter of approval; and not jumping over it by progressing the story to quickly.
