Just like wizards being able to learn more from scrolls than they can on tt sometimes the rule of fun wins out
1- it's not "fun"
2- Wizards can't learn divine spells and such anymore. You may have missed that update.
Scroll transcribing is still busted as you can learn the the entire wizard spell list for essentially nothing, as long as you know scroll locations. As opposed to tt where the dm controlls what kind and how many scrolls are out there.
Most of the games I've played have had the dm only gives them out if the party is going to be resistance blocked as a full Swiss army knife wizard can trivialize almost anything.
Add in how rests work are you arnt even limited by what spells you bring to dungeons either.
Metamagic needs to be spicer to compensate for that.
