Will you though? I've always found the idea that most members of a culture will learn to use a particular weapon pretty flimsy. Will a merchant from a merchant family learn to fight like a farmer would? Plus culture isn't a monolith. Would an elven urchin learn a bow and arrow? Or an elven scholar?
I agree. It's just as silly as giving stat increases to races. It's giving a system to a stereotype. Certainly there must be intelligent half-orcs and wise githyankis. And dwarves who have never had an impulse to touch an axe or hammer. But without such things, choosing a race becomes a simple and unappealing matter of superficial aesthetics.
