The solution for such would be something not interesting for a wider public but definitely for a more hardcore public. Its a point buy system, you pick your race that has some biological perks, you have X amount of points to spend in background perks that are more resonating to the story you wish to tell with that character.
Done you allow different walks of life happen to every race in Faerun and it doesnt feel like certain races are a weird monolith no matter their location and strife their civilization went through at certain area.
