Well I assume you can only twin spells like chill touch, chromatic orb right? Certainly not fireball...
In EA you could not Twin spells you should not have been able to twin - but you could Quicken them and still double cast them.
So if you are asking if you can double cast fireballs every turn - if you have enough spellslots and enough sorcery points, signs trend towards yes.
