I think it was a development issue. It was probably easier to code pre-made characters and then, should you want to change them, you could go to the respec feature and it would call up the 'respec'. This was probably significantly faster to enter into the game rather than calling upon the entire character creation section of the game from a text prompt. There is no other explanation for why they did what they did, it makes zero sense. It had to be from a sense of expediency regarding the development of the actual game and that this approach was easier and used less resources as they rush to the finish line.
