Technically, per 5e RAW, you *can* cast two leveled spells per turn as long as neither of them is a bonus action. Counterspell and Fireball? Fine. Action-surged Fireball+Fireball? Fine.
Yep, I was ignoring reaction spells

- those allow violation of 2 leveled spells constraint . There maybe some other options, but they are not something you can do all the time... so less bothersome (exceptf or AS with no resting constraint means it is use din *every* combat) ... My problem as always is that this stuff is going to be used on my party, so I'll have to do similarly OP/broken stuff and that makes me very very sad. And by stuff I mean pretty much all the homebrew

Example: spore power of whathisface - I used that to raise the bullette. I didn't think it would work - this was a powerful creature after all ...it had all its old powers (!)...That's crazy! spells like create undead have very low per unit CR/HD limits for example.
