It made me stop, too. But I think by "consolidation" he just means sticking at the size they are now and getting better at operating as a company of that size (it must have been really tricky to adjust to on the fly), rather than shrinking again. At least, for the sake of the people who have joined Larian over the course of BG3 development, I hope so!
