So I had this problem for a long time. I tried a lot of fixes associated with kernelbase.dll, including repairing, updating and replacing the files from another PC. In the end, the thing that worked was uninstalling and reinstalling, but not just through Steam. I scoured all of my disk drives and made sure to remove ALL files related to Larian to make sure it was a properly clean install and it finally worked. I hope that this can help OP out.
