I think you completely misunderstand...the "Forgotten Realms" is just a different iteration of the D&D Material Plane...that has nothing to do with all the other actual planes of existence in D&D...Shadowfell is a different plane of existence that exists alongside any and all D&D interpretations of the Material Plane. Shadowfell, the same as the elemental planes and all the rest are all there.
Sure. But in some settings (AKA different prime material planes), such as Exandria and Netir Vale, the Raven Queen is a deity, basically doing the job Kelemvor does in the Forgotten Realms.
Just because a deity from a different plane isn't called upon in the specific material written about a given iteration of the material plane it does not mean that deity could not be called upon in future materials based in that setting. There is nothing prohibiting Larian from implementing a Warkock subclass for a pact with the Raven Queen. All the other planes of existence and all the gods that reside in them are available.
