As per Ed Greenwood himself, Jergal is the most formidable villain in the setting, because he's 'already won'. He only steps in from time to time to nudge things along (if you consider stuff like the Time of Troubles, Karsus's folly, and the Spellplague to be 'nudges')

He operates through unwitting pawns and fallguys, and is a really patient guy/bug-thing. Which is what makes him so dangerous. If the Dead Three are involved, and he's in our camp and wants something from *us*, then that could be bad for us, as well as Toril. Or he could be bored, that too.
