I'm hoping they've been working on an improved tutorial since a good tutorial should be standard in every game. But I doubt WOTC have anything to do with it. From what I understand, tutorials are the last part of a game to get done, so it's pretty natural that they haven't implemented it yet. It makes sense since they've been tweaking the rules and systems all this time.
