I agree that half elves were nerfed, but the case for dwarves is a bit more complicated. They definitely do lose a stat point (which sucks) but they still get medium armor proficiency, and they can put a +2 in any stat now. Dwarves are pretty good for caster classes now.
Put 17 in main stat, 16 in constitution, and 14 in dex (for medium armor) and still have 2 leftover for whatever floats your boat.
They are less good for melee classes now, but that medium armor proficiency was wasted for them on a melee class anyway.
