I can not speak for the whole game but I can speak for Act 1 having over 100+ hours in it. If you know how to sneak and kite back to los and sneak it can make the combat very very easy to play.
Only one creature/robot that I can think of that will actually go to your last known location and pop you out. More creatures should have this mechanic to balance out sneak combat. It's too easy to hit with your bow or spells then sneak and just rinse and repeat. If more creatures went to your last known target and tried to pop you with some sort of aoe this would spice the combat for sneaking. Otherwise, it is too strong for how it is.
