I mean, they could explain Halsin with being a substitute too. Toss in one conversation where he was made archdruid before his time because the mighty archdruid had to go on a mission, was killed etc. Not ideal, but it should be addressed somehow. Minsc is supposed to be tadpoled too, so he, like the rest of the party, suffered powerloss too ( and I can believe, I try to defend Minsc, I don't even like him).
He might just be a werebear rping as a archdruid.
As much as I would love this, we do get a chance to have him in our party in early access and he has druid spells that he can use. Call lightning, for example.
I'm holding out some small hope for the wearbear theory, if only because it seemed like such a great idea when someone mentioned it. That would add a considerable amount of interest to Halsin's character, imo.
