Just to reply to the question posed by the thread title, that's a question D&D players have asked since 5e was released. There is an official optional rule in the DMG which suggests that a DM allow proficient character to use alternate stats for skill checks if the circumstances warrant. BG3 does this a little bit with specific class options for doing certain things, like how a barbarian can just rip open Shadowheart's pod. Buti don't think it has anything to do with how strong the character is, just that they are a barbarian (but I have yet to play a weak barbarian just to see).
