Yeah Wizard is special case because they can learn spells from scrolls and it allows you to learn any spell level you have slots for. So 11 level cleric / 1 level Wizard can learn and cast 6th level Wizard spells because they have 6th level spell slots. Might be a bug, but impossible to say
