Are you sure it's not just a certain Mace that has "Flail" in its name?
Im sure, it was definitly a flail. It was called a flail, and it wasnt magical.
Edit: I reloaded to double check, I saw it in the inventory of the Zhentarim trader in the goblin camp, and I bought it... and it looks great, and works great.
