Same problem here. Worked perfectly before the Hotfix. Now i can't launch the game.
Turning Steam off and using the .exe worked but i can't play online.
I don't have GeForce Now... Steam up to date, nvidia drivers up to date.
Thankfully I found this thread before reinstalling.
Shame I gotta find all my mods again and wasted all that time but c'est la vie.
