yes a mage can learn scrolls [of a level they could cast] so you can't learn a l2 spell from a scroll until your mage level is at least l3
How certain are you about this? The BG3.Wiki (
https://bg3.wiki/wiki/Scrolls) makes no mention of wizards being restricted in their ability to scribe spells of a higher level than for which they have spell slots. Frankly, this whole "1 level of wizard" thing would be a max-level gimmick if what you say is correct.
