Reading through this conversation, Halsin and Gale seem to be bugged for sure.
the weave scene where Gale shows you how magic works, gives an extremely definitive fork in the road, with a clear "pursue romance" and "dont pursue romance" path, but for some reason it seems like choosing to not pursue romance seems to be bugging for a lot of people
That's the sense I'm getting. In case it helps work out what's working and what's not, with respect to Gale ...
In the Weave scene, I selected the "it feels like a moment for intimacy" option, but then none of the choices seemed appealing, so I selected the option that said something like "step back, this seems like a bad idea". He then fessed up to his chestal problem before the post-grove party and at the party he just said something like "don't waste your time with me" and I didn't have options to speak with him further at all. I'm now at Last Light, a certain messenger having caught up with him and asked him to take on a responsibility. And not a sniff of romance from him, or any further options to flirt.
I get the sense that some of the romance problems are manifesting later in the game for people, so I'll watch out for them.
