I play on Balanced and had no problems so far and I wouldn't say, that I'm the best or most tactic focused gamer out there.
I didn't encounter anything like enemies do more damage than me. And some classes have more than one attack after a certain point, that is totally normal.
Maybe if you tell us, which fights were problematic for you, we can offer some help here.
