In act III when arriving at Bladur's Gate Jaheira mentions going to the inn to recruit followers, but there are no dialogue options when I got there, and there isn't actually a quest in my journal. Then she tells me to go to Danthelon's Dancing Axe because it is a Harper safehouse, but there also is no quest in my journal and when I go there none of the NPCs seem to have any dialogue options and even with Jaheira in my party they don't say anything. I also did some sneaking and lockpicking to go around back and get into a hidden room, but no one was there.

Is the quest bugged or is there something else that I need to do first?
