Yeah, what I do is zoom in to get the camera as low as it will go, then use WASD to move it around while rotating to scout about. It would be so much more convenient if the camera would just let you control elevation angle freely. I just can't fathom why they do it like this in a game that is fully 3D anyway. If there was nothing to see in the distance due to the map being blank that's one thing, many games have cheated that way, but here the camera can come down so you see the distance. You're just not allowed to control it for unknown reasons...
