Ok this
video about to trade with every NPC explains a workaround but I want to know if this is intentioned or a bug bcs it is very strange. Let me explain:

1.) One can indeed just trade after mostly the first sentence BUT only if you have a following-up dialogue option, then the grayed out trading symbol changes and you can trade. If the NPCs have only just a statement to say, then one is no longer able to trade with them. In EA this issue was only with one NPC namely Okta (the chef). Last reported here:

The downside of this approach is that many players will overlook this possibility and it takes away some of the liveliness of the game world to be able to trade with anyone at any time.

2. ) You can trade with enemies during dialogue. Why can I trade with my enemies at all, but not with all other non-vendor NPCs? Feels strange.

3.) BTW some NPCs have no trading symbol at all. This would be a more consistent, less confusing solution if used to standardize non-vendor NPCs.
Edit: I just did the cross check again on Okta. It is still as buggy as in EA. I don't think it's supposed to be like that, because unlike EA she got a trading symbol on the minimap since the official release, but you can only trade with her the very first time, after that never again...
