I have read that upcasting persistent damage spells like call lightning and witch bolt only affects the initial damage roll. That is, damage done on rounds after the first is at the base spell level and ignores the upcasted level. Is this correct? I am trying to gauge whether this is a bug or possibly the result of how mechanics are treated for all persistent damage spells, which would also include things like wall of fire and moonbeam.

For witch bolt this is correct behaviour (and specifically stated in the spell description in the DnD rules). For pretty much all other other persistent damage spells upcasting should increase the damage for the full duration.
I can check later if those work correctly ingame.

Ok, the spells my character knows are working correctly. Call lightning with a 6th level spell slot deals 6d10 every turn and wall of fire deals 7d8 every turn.
