I've seen dragon age camera - > I beg you on my knees do not ever do anything similar to that atrocity.
I've checked out dragon age, refunded it almost instantely after trying to fix the camera with mods and even the cheat engine. It's absolutely horrible how that thing works there.
I'm not familiar with Dragon Age, so can't relate. But I can't see how letting the player freely control vertical tilt regardless of zoom level would be harmful in any way. Something I do like about the camera is how you can move it around freely, that it is not locked to the characters. I use this a lot to get around the restrictive vertical angle - zoom in close to see further ahead and then move the camera around with WASD and rotating. This is very useful and what kinda saves the game for me atm, I doubt I could enjoy the game much if this was not a thing.
