I've encountered the same issue yesterday night. Also in Rosymorn Monastery. At some point I reloaded a save when Halsin was still working and just cleared the Area without him.
I got through the Crèche and he ended up breaking with the Inquisitor fight. I have not tested wether that's a Mountain Pass specific issue or if he would also break in the shadowlands or Act1 area.
