Found in Chult after you cheat at the Efreet wheel at the Circus in Riverton. My Rogue was sent alone to a forest full of dinosaurs. Had to hunt them to extinction and then found this in a locked DC20 - chest by the portal out.

This is the easiest to find. Get the sacred weapons around the Lathander Temple/Githyanki Creche and place them on the pedestals.

Grab the Dawnmaster Crest from the bag in the wall that opens up. Go down to the Crèche - down to the Inquisitors chamber and adjust the statues so one faces West and one faces East and then door opens up. Bypass the traps blah blah blah, then insert the Seal and free legendary mace.
