I chose to raid the Grove. I had killed the druids before starting the goblin raid quest. Minthara asks me to go back to the Grove and then signal her. I do so. The teiflings attack. I kill everyone and everything. I go into the stone room and kill everything in there as well.

I go to talk to Minthara and she says there are more to kill. There are not. I know she is supposed to come into the stone room but she never triggers.

Anyone know a work around? I have tried re loading, killing Halsin first etc.. nothing seems to work.

I have the same problem.
Also killed the druids first.

I searched the whole area/grove, but found nothing and she also didn't help in the stone room.
I think I nearly found every secret in the grove in the last ~5 hours, but still can't proceed.

Anyone else have this happen?

I also had the same problem and while looking for these "survivors" I realized something. Before starting the dialogue with Zevlor, there's an archer named Lakrissa. She's a merchant who is listed as "neutral" and not as an ally.
But the problem is that when you start the chat with Zevlor and the fight begins, she suddenly disappears and is impossible to find. So I went to assassinate her in a corner (if you don't use turn-by-turn she'll run away, so be careful) and then I assassinated the other archer named Arka. This time, the fight against Zevlor simply started, the quest updated and, after killing Zevlor, I was able to join Minthara directly in the refugee room.
Another interesting point is that, having Wyll on my team, I didn't have to kill him, but he just left after killing Zevlor.
