I strongly feel like that if anyone should have it, it's Mystra. Most trustworthy individual (in this case). Arguably absolutely her property. Harder to kill and rob than someone mortal. Much less likely to ever hand it over to a devil (a real and considerable threat). The list goes on.
I really don't *know* that much about it, though.
