If someone wants a polite option to turn Gale down (I know I did) I found one way that is far from perfect but seems less harsh than the alternative:
[/spoiler]That's in the party scene. I got to the point where he expresses hope that we could be friends. (Seriously wish for a simple "yes, of course we're friends" option here.) The answer I ended up choosing was "You're out of luck, I'm a nymph in disguise". After his answer to that I got the option to say: "If that's an attempt at flirting, I'm not interested." He reacts considerably less upset than when I basically tell him I only tolerate him out of necessity - which is the only non-romantic option in one dialogue, as others have pointed out.
I't less than perfect, it does feel like I'm encouraging him or flirting with the nymph comment, but it was the (for me) best way I could find.[spoiler]

I'm here. It is clear that dialogue options are based on trees, and you get a specific set of options based on the path you go. I didn't think to say I was a nymph in disguise because I was worried he'd pick up on it. I think another option in that section of the tree is "You didn't have any friends?" Which is the one I chose because I just wanted to directly say, "I'll be your friend!"
