Monsters in D&D can have multiattack before players would get Extra Attack (iirc monsters as low as CR 0.5 can have multiple attacks, and those are monsters that should be easy for even level 1 characters to deal with).

But Larian definitely has some early encounters where enemies are way too strong for "balanced" difficulty; I was trying to do the goblin camp at level three and there are multiple groups with 6+ enemies all with multiple attacks, magic and/or throwables, plus an elite leader with class levels. It forced me to a load of stealthy shoving and cheesing the AI which didn't feel terribly heroic. And you have to do that a lot later into the game as well because the action economy is almost always against you unless you use a lot of summons.

Someone didn't get the memo that goblins are enemies that can come in larger groups because individually they're super weak.
