Yeah, I have to agree, Act 3 is clearly incomplete. It's missing a lot of content and choices.
If you don't kill the Hag, the entire Hag storyline doesn't exist in Act 3. You don't meet her, and you can't find her. I was hoping to recruit her an an Ally against the Dead Three/Elder Brain but there is nothing.
So I guess what I have to decide is to continue playing or wait until they finish Act 3 in 3-6 months. Look, we all know we will probably end up getting all this content down the road. There will be a "definitive edition" of the game but that may be a full year away.
Although that will probably invalidate prior saves. Oof.
Multiplayer also needs some work.
On the positive side there is a lot of amazing content, and I get what they were going for and I have really enjoyed the narrative so far.
