What was he thinking? I'd turn on the protector (dangerous) and then risk the wrath of the Comet prince (extremely risky)??

The status quo deal with the protector doesn't deal with Raphael at all.

For Raphael's deal to make sense he'd need to prove to us that Comet prince has the power to cure us and would be willing. Without that, it's a gambit.
