Dream Visitor will only visit when you come across any of the three specific locations during ACT 1 and you absolutely cannot miss them. Afterwards you will be able to choose whether you wish to unlock your Illithid powers or not, which require illithid tadpoles to unlock.

Your reply is pretty clear, but just to be 100% sure: only using the [Illithid][wisdom] - dialogue option once, for which I believe the first time you get the chance to use it and then after you see the line "Something stirs deep within you, hungry and alert... It's taken something you`ll never get back" is with the Goblin ambush in Moonhaven (Blighted Village). Should I afterwards choose to never use any of those dialogue options ever again, this will have no bearing on advancing Illithid powers? This would basically mean that using [Illithid][wisdom] - dialogue options is entirely optional and has no positive or negative repercussions?
