I disagree on the first deal.
He doesn't say he will do everything in his power - he says he can 'fix it like this' while snipping his finger. Devils do hold up their side of the bargain, it just has a high cost.
On the second deal, the problem isn't really that he will give you the hammer in exchange for your soul. The problem is that's it is the only offer he makes when he really wants the crown and could have much more interesting things to offer to a character who isn't particularly interested in freeing Orpheus. It's a reactivity issue - he doesn't react at all to the end the player is pursuing.
It's like the Devil offering to trade you for your soul for being a great pianist, when you really want to be a mathematician.
