Thats such a terrible list, the items listed were simply not useful in that writers opinion, who very clearly simply dislikes bards and assumes no one else will be using a bard.
Again you don't even need 3 items, you only need 2. I listed in spoilers two such items that literally do nothing and are even less useful than the dancing lights amulet.
